The insurance plan for London ON in October of 1881 provided fire service for the population of 19,725 people. The city had a water supply from springs including Coombs spring. The waterworks consisted of a reservoir that was approximately 190 feet above ground level of the business part of the city at the time. This reservoir was three to half miles West of the city and had a capacity of 6 million gallons. Reservoir was filled using waterpower driving pumps with the water flow of the Thames River. Part of the day the city was under direct pressure from these pumps. The maximum capacity of pumps was 3,000,000 gallons per 24 hours. At that time the city had 200 hydrants and 3300 feet of hose. People could notify the fire department of a fire using one of the 32 fire alarm Telegraph boxes throughout the city.
